Strategic Systems Delivers Rapid Automation for Medicaid Rate Increases

December 1, 2025

CLIENT PROFILE

When Ohio Governor Mike DeWine and the Ohio Legislature approved the largest Direct Support Professional (DSP) reimbursement rate increase in state history, the challenge wasn’t just policy—it was execution. With over 40,000 people needing their Medicaid service financials reauthorized in just two months, the Ohio Department of Developmental Disabilities (DODD) turned to Strategic Systems for a rapid, reliable technology solution.

The Challenge

Implementing the rate increase required finalizing thousands of individual records in the Medicaid Services System (MSS) within a single weekend. Manual processing would have taken weeks of staff time, delaying much-needed financial adjustments for Ohioans with developmental disabilities.

The Solution: Robotic Process Automation (RPA)

Strategic Systems deployed a Robotic Process Automation (RPA) solution using the UiPath platform and virtual servers. Within days, five bots were configured to automate the finalization process. These bots worked with tools like Microsoft Excel and Outlook to process data quickly, accurately, and without interruption.

Delivering Results in Days, Not Weeks

Thanks to RPA, counties saw immediate benefits. The automation freed staff from tedious manual tasks, ensured accurate updates, and even generated verification and error reports for data correction. What would have taken weeks was completed in a weekend—boosting confidence in the system and delivering faster support to thousands of Ohio families.

Director Jeff Davis of DODD expressed deep gratitude:

“On behalf of DODD and our entire system, I am tremendously grateful to the direct support professionals (DSPs) that work so hard to support Ohioans with developmental disabilities.”

Why It Matters

Strategic Systems’ RPA solutions help government and healthcare organizations focus on priorities—not paperwork. With automation handling repetitive work, agencies can respond to policy changes faster and more effectively.
